Florida is unique in having its own building code (FBC) rather than directly adopting ICC codes. The FBC is based on ICC codes but includes extensive Florida-specific amendments for hurricane resistance. The HVHZ (Miami-Dade and Broward counties) has the most stringent requirements in the nation. Product approvals are managed through the Florida Product Approval System at floridabuilding.org. The state also has specific requirements for coastal construction, flood zones, and the Coastal Construction Control Line (CCCL) managed by FL DEP.
