UNIQUE: MUBEC is MANDATORY only in municipalities with population ≥ 4,000 (about 70 municipalities). Smaller towns may adopt MUBEC voluntarily or have no building code enforcement. This creates a patchwork of code enforcement across the state. Maine has very high snow loads (up to 100 psf in northern mountains) and Climate Zone 6A for most of the state, requiring enhanced insulation.
