Important Notes

Pennsylvania adopted the 2021 ICC codes as the Uniform Construction Code (UCC) effective October 2022. The UCC is mandatory statewide — municipalities can enforce locally or defer to L&I third-party agencies. PA spans Climate Zones 4A (southeast), 5A (central), and 6A (north/mountains). Snow loads range from 25 psf (southeast) to 40 psf (northwest/mountains). Erie County has lake-effect snow considerations. Mine subsidence is a concern in western PA coal regions — the Mine Subsidence Insurance (MSI) Fund provides coverage. Radon mitigation is important statewide — PA has some of the highest radon levels in the US. Philadelphia (jurisdiction ID 58) has its own building department and additional local codes.
