Rhode Island is the smallest US state but has a STATEWIDE mandatory building code — all 39 cities and towns follow the same base codes. The state adopted the 2024 IECC (energy code) effective November 14, 2024, making it one of the most progressive states for energy efficiency. Coastal communities along Narragansett Bay and the Atlantic Ocean face additional flood zone and wind-resistant construction requirements. Rhode Island also adopted ICC/MBI 1210 for off-site construction (modular/prefab) MEP systems in December 2024, one of the first states to do so.
